3. getting on the ground from the Brookings Institute? Nah.
Brookings is a centrist to left think tank. More academic in nature that the republican tied think tanks - than politically tied. However they do tend to have a more liberal outlook to their research (what is studied, for example).

I think Brookings is the last place someone goes who is getting on the ground for Bush.

Since Brookings is rather moderate it is possible that a centrist republican official (the old kind - like Warren Rudman, Richard Cohen, Lowell Weicker) gets so fed up with the extremism in today's GOP (and you can't get be faced with more extremism than a) working under Ashcroft and b) being in charge of corporate fraud {and watching efforts to give a veneer of fighting but really are fighting internally to protect cronies, and to allow loopholes to remain}. Heck it unites two of the three extremist groups that have taken over the GOP. {the three groups being (a) far religious right; (b) blind supply-side neocon economists; (c) unilateral/empire neocon foreign policy folks.}

Taking where he is going, and where he was positioned before leaving - I would bet this is more of a fleeing scenario than a platform to help bushco.

You are right, though, some defections very easily can be bushco campaign related.

6. He was forced out
WHich is the other question. How many are "I am so disgusted I quit" resignations, and how many are "you have served your usefulness, and now we want to replace you with a bigger ideologue" type of resignations.
