The attack came a day after three foreign and two local staff members of the Medecins Sans Frontiers aid agency were shot dead in in northwestern Badghis province, underscoring worries about security ahead of September's elections.
The blast in Nangarhar happened at the office of the police chief of Khogiani district, Malik Omar. He escaped injury but five of the wounded were in critical condition, police said.
They said the bomb was wrapped up in a box intended to look like a gift for Omar, who was chairing a meeting just outside his office at the time.
