Rumsfeld hopes US forces will hunt terrorists in Southeast Asia soon
SINGAPORE (AFP) - US Defense Secretary Donald Rumsfeld said he hoped US forces would be hunting terrorists in Southeast Asia "pretty soon," warning that Islamic extremists are targeting moderate Muslim states the world over.

Rumsfeld made the remarks as he visited marines and sailors aboard the helicopter carrier USS Essex against a backdrop of oil tankers and freighters that ply the Strait of Malacca, gateway for a third of the world's trade.


"When are we going to start hunting some terrorists in this theater?" a marine asked Rumsfeld.


"Well, I would hope pretty soon," the secretary replied.


"We simply cannot wait for another attack and expect to defend against it. We have to go out and find those terrorist networks and the people financing them, and countries providing a safe haven for them.


"It is a tough thing to do."

Any Chinese naval and military surge into the Indian Ocean -- a major strategic priority of Beijing -- must pass through the Strait of Malacca. Beijing considers its surge into the Indian Ocean as part of a strategic surge of global proportions aimed at consolidating military posture in a hostile environment (from a both global and regional strategic point of view), and in a strategic grand design that anticipates the possibility of a major military clash with the US in the foreseeable future.

This grim assessment and the resolute commitment to resolve it were not reached hastily. Back in 1992, the CMC had already resolved, at least in principle, to establish a high performance blue water fleet, including the acquisition of an aircraft carrier. However, at the time, the strategic principles and priorities had not been determined. Nevertheless, several promising PLA officers were already sent to study the principles of modern high-technology naval and aerial warfare. Back in 1992, the CMC envisaged the completion of the first phase of this build-up to be between 1997 and 2000.

The PLA's commitment to a regional assertive strategy based on a naval breakout southward was also stated explicitly by the PLA High Command in early 1993. Zhao Nanqi, director of the General Staff Logistics Department of the Chinese Navy, issued a top-secret memorandum that explained in great detail the PLA's strategic plans to consolidate control over the South China Sea and the Indian Ocean under the new doctrine of "high-sea defense." Zhao stated that "We can no longer accept the Indian Ocean as only an ocean of the Indians." In order to enable the PRC to consolidate the strategic posture Beijing spires to, Zhao envisages a massive naval build-up and assertive use of sea power. Only activist use of sea power can be considered the primary means to enable the PRC to finally secure its control over the oil-rich South China Sea. Beijing has no doubt that its strategic surge would be opposed by its neighbors. "We are taking armed conflicts in the region into account," Zhao stated in his top secret memorandum.

So he is implying one or more countries in Southeast Asia is harbouring and aiding terrorists. Which one? The Philippines? Indonesia? Malaysia? Thailand?

His main interest seems to be the Philippines, but PI is America's best friend in SE Asia. The US is helping to hunt down the Islamic separatist groups and kidnapping groups in Mindanao, the southern province/island. Coincidentally, Mindanao is thought to contain the largest oil deposits in Asia, as yet undeveloped, bigger than Indonesia's or China's. Hmmmm.

10. The PNAC document said they needed a base in SE Asia
They have conducted talks with the Philippines to open a new base before the elections. Now that the elections are over Gloria might be willing to reopen talks with them.

The Philippines is one of the only countries to ever ask the US military to leave and have it happen. Park Chung Yee of south Korea mentioned it and he was assassinated by his own CIA.

Because the Philippines successfully negotiated the removal of US forces from its borders the US State department has treated them like a Red Headed Step child for quite some time. They are currently on a short list of countries shared with Russia, China, and Vietnam that receive "Extra" scrutiny when applying for visa applications

25. Several other posts today about 6 carrier groups sent to the Gulf.
This is a bit scary. I read several other posts on DU today about the us sending 6 carrier groups to the Pacific, and another post that said the US, France and several navys were sailing to the Pacific for manuvers. Noone seems to know why.

If Rummy giving a hint? Is this CRAZY ADMIN. trying to start yet another war????
