Also, I guess the new standard for funding a govt program is that they have to prove the service can't be provided by private sources. Nothing about cheaper or better. Just private.

Watch out, citizens--this is more of the starve the beast gambit for the extreme right. These defense corps just want less oversight, i.e. more lawlessness in all their dealings.
