Judge could delay Calif. recall vote
A federal judge said Friday that he could postpone the Oct. 7 vote to recall California Gov. Gray Davis until issues raised by two civil rights groups were resolved.

 Under the federal Voting Rights Act of 1965, any changes in the voting process must be pre-cleared by the Justice Department in localities such as Monterey County that have a history of low voter participation.

 The California attorney general’s office and Monterey County officials conceded that they needed federal approval and that, without it, the entire recall election, including the two voter initiatives on the ballot, would have to be postponed, perhaps to the March primary.

2. Why didn't the state's attorney general and the Monterey officials
bring this up before the recall was certified? Or did they not mention this on purpose knowing that this was the only way to delay the recall?

Very interesting developments.

4. This is good news
The article implies that voting changes had to be approved before the recall was certified. Also, for those unfamiliar with Monterey. It's a liberal county just south of SF. This is Panetta's home county and he lives there now. He is advising Davis on the recall.

7. There may not be enough time already
Who knows if all the paperwork has been filed yet, if there's a public comment period required, or how soons before the election clearance has to come through.

14. County officials have to formulate plans before they can be cleared.
There may be no way for the White House to prevent a delay in this case. There may yet be a March election. We'll see. I have mixed feelings about this.

REPRIEVE FOR DAVIS?
Postponement of the vote would be good news for Davis, who has plummeted to an all-time low in public approval of just 22 percent.


Seems like more time would work in Davis's favor.:shrug:

8. Most folks think Dems would have a better chance
if the recall was tied to the Dem primary election. Probably more Dems than Repubs will vote in that election since there is no Rebuke primary challenger.

15. Could be good thing...
Maybe the Democrats will benefit from less media attention. It is possible. Bush will get less attention as well. He's not riding high right now, so he has lost some ability to regain initiative...
