"Death to spies and traitors ... We will kill them before we kill the Americans," said the gunmen in a videotape aired by Dubai-based Al-Arabiya news channel.
The 25-member Governing Council named by the US-led occupation administration aims at "striking the resistance and striking the Iraqis," a spokesman for the group said.
"More than nine members of this council do not hold Iraqi citizenship," he charged.
The gunmen said they belonged to the "Islamic Jihad Movement," the "Organization of Muslim Youth" and the "Iraq Liberation Organization."
