First Day of Korea Nuclear Talks Over in Beijing

VOA News
27 Aug 2003, 12:31 UTC

The first day of six-nation talks on North Korea's nuclear program has ended in Beijing, with no hint of any possible agreement.

Delegates from China, the two Koreas, Japan, Russia and the United States got together behind closed doors to try to find a peaceful resolution of the crisis over North Korea's nuclear weapons program. Diplomats said the first session was conducted in a warm and relaxed atmosphere, with none of the participants breaking any new ground with their remarks.

Russia's negotiator, Deputy Foreign Minister Alexander Losyukov, told the Interfax news agency that he is not very optimistic about the outcome of the talks. He called the atmosphere "somewhat fragile," but he said he thinks that some kind of agreement still is possible.

1. The Korea Herald report....
http://www.koreaherald.co.kr/SITE/data/html_dir/2003/08/28/200308280045.asp

-The United States stressed Wednesday North Korea should first dismantle its nuclear weapons program before getting any security assurance, but the North insisted that Washington must relax its hostile policy toward Pyongyang as a preliminary to disarmament, Seoul officials said...

-U.S. Assistant Secretary of State for East Asia and Pacific Affairs James Kelly said his country will address North Korea's security concerns, set up diplomatic relations and offer economic assistance only if the North scraps its nuclear scheme in a verifiable and irreversible manner, the officials said.

-snip-

Interesting, Kelly wants them to go back to the agreed framework, so the US can try and starve them out....

2. atmosphere "somewhat fragile," ? - EU says US screamed at NK, and
NK screamed at US.

Great start. - Well, Bush certainly does know how to "not to follow Clinton 's procedure" for just about anything.

The fact that Bush always then fails is not important to our media.
