Carter fears 'vote cheating'

Former US president Jimmy Carter on Monday expressed fears that there could be vote cheating in battleground states in the US election on November 2.

"I'm still a little bit concerned that there might be some improprieties on election day, as there was in Florida" in 2000, Carter, who regularly takes part in international electoral observer missions, told ABC television.

"If it's a very close election, then the improper actions of powerful political leaders who happen to be partisan could shape the election one way or the other, particularly say in Florida or Ohio," added the former Democrat president.

Carter highlighted lawsuits that have been filed in key states, where Republican president George W Bush and his Democratic rival John Kerry are in a close battle. He said that in these states "there's some doubt that the election will be honest and fair and open and transparent". Carter, who led a commission that proposed changes to the US election system after the 2000 vote debacle in Florida, said the best way to avoid fraud was to ensure "intense scrutiny from the very beginning".

He did bring up the fact that the current Florida Secretary of State, Katherine Harris's successor, is blatantly partisan and that the ballots are not uniform throughout the state. He was much better on "Hardball," since he was asked tougher questions. They hardly talked about his book, at all, but Chris Matthews pummeled him with questions on the Florida vote and his opinion on Iraq and I think that President Carter did extremely well. But, of course, I would think so, since he's, obviously, a hero of mine.:-)

8. UN Electiion observers

Kofi Annan has already said the General Assembly can't send observers becuase the US won't invite them to observe the election. Several groups, including Carter's are working with the UN to find another way to get observers in to the US.

12. Carter Was the Victim of Voting Fraud at the Local Level

early in his political career. He had to fight to recover all the ballots and get them counted. It is by no means a hypothetical issue to him. He knows what goes on.
