17. Where is the PROOF that Death is a Penalty? or any sort of punishment at

all! if there is no scientific proof then it is cruel and very unusual. the most disturbing is at election time Politicians promise to kill prisoners held in custody, Dubya killed 152.., if they are elected. I can only see this as a promise of a Blood Sacrifice to the voters for their votes. so when a prisoner in custody is innocent and executed, and about 17% in IL were proved to be, then it is Murder and the voters are complicit and also guilty of murder.
