WASHINGTON, Sept. 3 — The Bush administration promised Congress today that it would do everything it could to find the causes of the August blackout and prevent a recurrence. But it was clear on Capitol Hill that some Democrats remain deeply suspicious of the administration's energy policies.

But while Mr. Abraham was getting a warm personal welcome before the panel as a former senator from Michigan, some Democrats immediately attacked the administration — and signaled that huge battles lay ahead.

But some House Democrats counter that power grid provisions in the energy bill must be separated from others like drilling in the Arctic National Wildlife Refuge in Alaska, tax breaks for the oil and gas industry and other benefits for energy producers.
"The problem is not in Alaska. It is in Ohio," Mr. Markey said. "The solutions won't be found above the Arctic Circle, but below Lake Erie."

"Only about 3 percent of the oil our nation consumes is used for electricity," Mr. Markey said. "What stopped working during the blackout? Our lights, our cooling, our refrigerators, our ovens. Our cars and our S.U.V.'s ran just fine."
