reconstruction efforts, included language that would

ago.

"It is impossible to review the record of the past year and not conclude that
they have made repeated and serious miscalculations that have been
extremely costly to the American people in terms of lives lost, degradation
of our military and intelligence capability - isolation from our traditional allies
and unexpected demands on our budget that are crowding out other
priorities," Obey wrote.

9. Negroponte and Powell have no credibility

...at the UN. Their belligent and dishonest conduct has won them no friends there. Their symbolic gestures are meaningless. As in the Iran Contra affair in which they were both participants, they will have to come up with some behind the scene scheme to buy political cooperation, like they did with Albania and Poland. It is unlikely that even that will succeed politically as the currency available is shrinking every day. Too many fists in the cookie jar.
