9. Let it Happen on Purpose

Pearl Harbor, 9/11 - Government knows an attack is coming and
intentionally avoids stopping it - lets it happen - so they can
take advantage of the result.

Roosevelt needed an excuse to get into WW2 when American's didn't
want to get into the war - or were mixed regarding which side to
take - and FDR had promised that our boys wouldn't be sent to
another foreign war. . So provoke the Japanese (Germans didn't
take the bait)and make sure their pearl harbor attack isn't
prevented.

Bush needed his 'war on terror' to replace the cold war as a
domestic terror instrument. So encourage the terrorists, stifle
investigations that could find them out 'too soon' and basically
let/help them succeed with their attack to take advantage of public terror and anger.
