4. I think it's meant to be Jack Straw
The British Foriegn Secretary, since that fits with the news. He's not actually one of Bell's best caricatures, I think. But it's the message that counts.

and apparently the people of Dusseldorf are really annoyed by conservative opposition leader Angela Merkel's cozy relationship with Bush over the war as depicted in this float in their annual Rose Monday Carnival Parade:
