<snip> Specifically, we are disturbed by instances where the weapon seems to be used as a means of coercing a suspect, where there is apparently no imminent threat. We question whether the Taser is being properly used in instances where deadly force would apparently not be appropriate. And we're disturbed by cases where the weapon is used repeatedly on a suspect.
These concerns involve adequacy of policies, training issues and whether officers are prepared to use these weapons and understand how the Taser fits into the continuum of force. <snip>
But clearly there are reasons for concern about this weapon: As reported in the Tribune series, the International Association of Chiefs of Police has asked law enforcement agencies to re-evaluate their policies on the use of stun weapons and develop strict guidelines for their use.
We believe that doing so would not hamper police but would help them maintain the trust of the community.
