What do you think of this unsupported speculation:
So President Bush and Louisiana Gov. Kathleen Blanco have a turf battle over the weekend before the hurricane hits about who will control the guard.
Gov Blanco retains control. This is one of the few time in the last 5 years that Bush hasn't got his way. As punishment for the refusal the Bush admin slows recover efforts for Louisiana at first and they become more aggressive and begins turning away aid and in the end actually interfere with recovery missions. Sound Rovian to me.
Is that tinfoil? or just business as usual?

To me, it sounds like common human behavior. Presidents are supposed to be above those impulses, but I bet he has them.
