Republican Study Committee - "Operation offset" Report 9/22
I found this link and document setting out all the proposed offsets to pay for Katrina rather rollback tax cuts. Their first proposal is to delay the prescription drug program to eliminating funding of PBS, legal services for low-income and energy conservation incentives (like energy star program). It's the GOP wish list and will be useful in coming elections. You can save it in .doc format
