Defense Secretary Robert Gates outlined a scheme for splitting Baghdad into nine security sectors and methodically clearing neighborhoods, "including Sadr City," the sprawling Shiite slum of 2 million that is the cleric's stronghold.
But Army Lt. Gen. Ray Odierno, the coalition ground commander, has left open the possibility that Sadr City, in northeast Baghdad, would be skipped. "I'm not sure we take him down," Odierno said of Sadr, who he said was still "working within the political system," a reference to his 30 loyalists in parliament propping up the government of Prime Minister Nouri al-Maliki.
Bush said the Iraqi Army backed by U.S. troops would have the "green light" for action in all parts of Baghdad, but the Iraqi Army is estimated to be about 80% Shiite and has balked in the past at entering Sadr City.
U.S. officials said the effort to take back Baghdad would initially avoid Sadr City and begin in mixed neighborhoods.
