Veterans Say CIA Tested Drugs, Mind Control on Them

It was 1968, and Frank Rochelle was 20 years old and fresh out of Army boot camp when he saw notices posted around his base in Virginia asking for volunteers to test uniforms and equipment.

Instead of equipment testing, though, the Onslow County native found himself in a bizarre, CIA-funded drug testing and mind-control program, according to a lawsuit that he and five other veterans and Vietnam Veterans of America filed last week. The suit was filed in federal court in San Francisco against the Department of Defense and the CIA.

The plaintiffs seek to force the government to contact all the subjects of the experiments and give them proper health care.

The experiments have been the subject of congressional hearings, and in 2003 the U.S. Department of Veterans Affairs released a pamphlet said nearly 7,000 soldiers had been involved and more than 250 chemicals used on them, including hallucinogens such as LSD and PCP as well as biological and chemical agents. Lasting from 1950 to 1975, the experiments took place at Edgewood Arsenal in Maryland. According to the lawsuit, some of the volunteers were even implanted with electrical devices in an effort to control their behavior.

Rochelle, 60, who has come back to live in Onslow County, said in an interview Saturday that there were about two dozen volunteers when he was taken to Edgewood. Once there, they were asked to volunteer a second time, for drug testing. They were told that the experiments were harmless and that their health would be carefully monitored, not just during the tests but afterward, too.

The doctors running the experiments, though, couldn't have known the drugs were safe, because safety was one of the things they were trying to find out, Rochelle said.

"We volunteered, yes, but we were not fully aware of the dangers," he said. "None of us knew the kind of drugs they gave us, or the aftereffects they'd have."

Rochelle said he was given just one breath of a chemical in aerosol form that kept him drugged for two and a half days, struggling with visions. He said he saw animals coming out of the walls and his freckles moving like bugs under his skin. At one point, he tried to cut the freckles out with a razor.

2. Too late to recommend. But here's a kick so someone else might read this.
I'm sure these guys are telling the truth and deserve some serious medical care and compensation from our government.

When I was stationed at Fort Bragg in '67 and '68 I was given the duty as CBR warfare officer (chemical/biological/radiological) for my unit. As training for that job--what little training there was--I was sent to classes to learn about the various types of CBR weapons and what to do when they were being used, by us or against us. One part of the class involved watching movies showing the effects of various chemical and biological weapons. I remember one Army training film that showed a group of American soldiers who had been given or exposed to some type of mind-altering drug/chemical. At the time we all thought it was quite hilarious as the narrator explained that these types of weapons would render the enemy (or us if we didn't use our protective gear) incapable of performing even mundane functions, much less using sophisticated military equipment. The actions of the soldiers in the experiment were what we found amusing.

First, the video showed the group of soldiers assembled in formation and carrying out various tasks BEFORE they were exposed. Of course, being soldiers they were crisp and adept at such things as marching and performing athletic tasks. Next, the video showed these same individuals after they had been exposed and the drug/chemical had taken effect. These individuals were asked to line up at a starting line so they could participate in fitness drills such as negotiating an obstacle course, hand-walking on horizontal bars, etc. What was so funny was seeing these guys wandering around like a herd of cats. None of them stood in line; although, I remember some of them just standing around looking at things as if they had never seen them before. Examining the hurdles at the obstacle course as if they were some new-fangled engineering device. Some of them just walked around talking to themselves and looking confused. Others sat down and did not move. It was forty years ago, so I don't remember all the details, but I do remember that these soldiers were not going to be a threat to anyone. They would not even acknowledge their sergeant's directives. Some appeared to listen to him, but would do something totally different from what he would instruct them to do.

Now, it appears that our soldiers were being used as guinea pigs without being told how any of this would affect them or that some of these drugs/chemicals might have long-term and adverse side effects.

I hope that Rochelle and the others will be able to get something in return for what they sacrificed for their country; although, I don't know what could possibly make up for losing one's mind or having some serious physical disability.

3. Looking for ways to override individuals' free will. What a triumph of "science."
They can be relieved of their consciences, and their bodies used to commit crimes their own beliefs would never allow. I'm sure that's a goal for these freaks: also to find a way to remove their own concern about their own safety, so they may better be used in the advancement of someone else's plan with no questions EVER asked.

A government which respects its citizens would never do this. There is no possible rationalization which can serve something this crudely anti-people, anti-life. I'd like to see photos of the people who created this project. I'll bet they have completely dead eyes.
