it's saying preference can't be changed - perhaps they're trying to encourage acceptance of that.

The APA is saying it's a complete waste of time at best and damaging at worst to try and change someone's sexual orientation. The success rate is zero in studies with valid methodology (most are flawed).

If there is a conflict between sexual orientation and religion, pick one.
