Marina Brownlee says she and her 9-year-old sister were passing out health department stickers last week, reminding people to wash their hands frequently.
Marshal Dahlstrom says he has no reason not to believe a Winthrop resident who insists the 12-year-old was actually littering.
Based on nothing more than that, the town marshal slapped the little girl with a $124 ticket.
Marina's mom says the tough talkin' marshal browbeat her daughter in an unsuccessful effort to get her to confess and that the girl was in tears after the encounter.
