John Bolton "blames America first"? (Regarding Venezuelan dictatorship)

What? I thought that conservatives hated liberals for "blaming America first" for world ills. But apparently John Bolton blames both the Bush and Obama administrations for failing to stop Hugo Chavez. The LA Times published Bolton's guest column "The Chavez threat".
