1. Does this really need to be explained?!

Paying people not to vote will disproportionally remove the lower-income voters from the election pool. If you offer someone making minimum wage 100 clams not to vote, they'll be likely to take it; if you make the same offer to a 250,000+ white collar, they'll laugh in your face. Already, the Repubs are targeting poor neighbourhoods with targeted voter challenges, minimal numbers of voting machines, and outright intimidation.
