Controversial resident registry network starts full operations

A controversial national resident registry network started full operations Monday, but a few municipalities opted out of the system citing a risk of privacy leaks.

The Japanese government has been strongly promoting the system, citing that registered Japanese nationals can receive a copy of their resident registration record at any municipal government office across the nation.

search the database?

But how many other people can ALSO access 'a copy of their resident registration record at any municipal government office across the nation'?
