Plans for CIA overhaul leave many questions

On Nov. 18, President Bush sent a memorandum to the head of the CIA calling for staggering changes. The president wants to increase by 50 percent the number of clandestine agents and intelligence operatives.

The unprecedented changes, the memo says, are to take place "as soon as feasible" and "subject to the availability of appropriations." Agents past and present were stunned.

It would mark the broadest undertaking at the Central Intelligence Agency since its establishment at the end of World War II. Contrast that with the manner in which the plan was put forth. It is difficult to imagine a quieter scenario. An unannounced memo from the White House to CIA chief Porter J. Goss. After five days, the document was released.

One could be forgiven for wondering what was behind the maneuverings. <snip>
