Ask Dean campaign to make tax-fairness plan for near-future.

Howard Dean said on Sunday night that he would offer a tax-fairness plan, but propose that it only be enacted after we have a balanced budget. He said previously a balanced-budget would take 6 years.

I don't think the middle-class wants to wait 6 years for tax-relief.

Ask the Dean campaign to lower the payroll tax-rate and raise the cap (lower taxes on the middle, raise taxes on the rich), so the plan is revenue-neutral and can be implemented promptly.

the "payroll tax" is not a tax. it is an insurance premium for social security. if you raise the cap, you increase the indebtedness of the social security system. it has been increased every year for many years without a word in the press. there is already widespread distrust in the social security system. don't make it worse.
if you want fairness in the income tax system, work for fairness in the income tax system. don't play shell games with the social security system.
