How many dozens of times has he gone on fundraising trips and claimed it was official business of one sort or the other? Remember how they tried to keep Clinton's feet to the fire on those types of trips? But what does it say about the person?
It shows that he is more interested in the letter of the law than in the spirit of the law. If he can escape following the law by a technicality, he is more than willing to do so. Just as he did with his trips to the UN before he invaded Iraq. He never had any plans to follow the spirit of the UN resolutions or the Congressional resolutions. He would pretend to follow them and then do what he wanted to do. This is the nature of the man. He does not respect the law, national or international.
The same goes for his Party. They support his efforts to slink around the laws. They operate on technicalities. There is something very dishonest about George W Bush and the Republican Party in the manner that they spend taxpayer dollars for their political functions.
