Is Bush from Oz?

I was just noticing how Bush embodies many of the characters from The Wizard of Oz. He lacks a heart, brains, and courage. He performs his deeds out of sight behind a curtain. He's as mean as the Wicked Witch but still as naive as Dorothy. The only one missing is Glinda the Good.
