because I dont think the House has the two dark columns close to the podium like that I may be wrong but isnt cheney supposed to be sitting over *'s right shoulder in the two chairs beside him?

5. Well over on the left (Shrub's right) is Denis Haster

And over on the right (Shrub's Left) is none other than WV Senator Byrd.

It is my guess it is a SoTU when we held the Senate, and Cheney may have been whisked away into hiding, since it would have been shortly after 9/11. So I am thinking SoTU 2002.

As the Senator with the most seniority in the majority party, that senator acts as President of the Senate in the VP's absence. (President Pro Tempore).

I am so sick of old white guys. Maine is the State with the smallest % of 'others' I do believe but when I do go out I see more people who do not look like me than all of the pictures I see from this group in DC.By the way I am old and I like what young people think and our govt. needs them.

But in the Senate, you have to be the Senator with the MOST seniority from your party to be President Pro Tempore. If the VP is there you might get a Quayle (who was pretty young, in body and one might say juvenile in mind).

It is from Bush's September 21, 2001 speech to Congress. Byrd is there because he was President pro tem of the Senate at that time. For security reasons Cheney was at an undisclosed fund raiser.
