BBV Scenario.
Place yourself on the day of the general election. As counties start issuing their preliminary results, it becomes clear that some irregularities are showing up. Reputable exit polling shows that the Democratic candidate is winning by a slight margin in enough counties on the east coast to project a Democratic president. Here comes the problem.

Those counties using voting machines show landslide victories for the Democrat. The next day, the FEC calls the election a fraud and that an investigation is pending.

We're all worried that BBV will be used against us. When the White House realizes they cannot win even by cheating for themselves and still get away with it, they use the other option. They make us look like the "evildoers". Is this a plausible scenario?

4. No winner would be declared and Bush remains
the POTUS until another election could be planned (or something to that affect).

9. No way the FEC would call the election a fraud.
If electronic machines without paper trails record votes for Bush which were actually cast for the Democrat, there will be no way to prove it.

Even if a judge later believes that fraud was committed, there will be no way to do a recount, and the judge will do nothing.

We need to pass HR 2239 as soon as possible.

The FEC never declared the 2000 election a fraud, in spite of all the evidence, so why would they declare the 2004 election a fraud, with less evidence?
