1. that would be one hell of a big news site
the best is probably http://news.google.com. However it really only links to the outside sources, so if the outside source has archived the story it is basically gone. Google itself will cache many stories.

It's the mother of news sites, but also an expensive pay service, if I remember right. I have it for free through work, but I also think you can access it from a lot of university computer systems.

2. lexis-nexis
You might be thinking of lexis-nexis, they archive most (if not all) major news sources articles and it is online but it's not free. It's a subscription service to their database which is in fact huge. If you're a college student you might be able to access it or your local librarian might have access to it also.
