Francois BOZIZE President of CAR was installed after a coup

How appropriate that a man who took over a government would "host" another ousted president :(

head of government: Prime Minister Abel GOUMBA (since NA March 2003)
cabinet: Council of Ministers
elections: NA; current president assumed power following a coup on 15 March 2003 in which former President Ange-Felix PATASSE was overthrown (President BOZIZE has stated that elections will be held by NA 2004); prime minister appointed by the president

Selon des informations émanant du Porte-Parole de la Présidence à Bangui, à l'invitation du Président des Etats-Unis d'Amérique, le Président Ange Félix PATASSE prendra part le 11 septembre prochain à New-York, aux cérémonies de commémoration du 1er anniversaire des attentats terroristes du World Trade Center. Puis, toujours à l'invitation du Président BUSH, le Chef de l'Etat centrafricain prendra part le 13 septembre 2002, en marge de l'Assemblée Générale des Nations Unies, à une réunion sur la paix en Afrique Centrale et à une autre sur la situation en RDC.

1. US State Department's own report on CAR torture/human rights abuse
The http://www.state.gov/g/drl/rls/hrrpt/2002/18174.htm">State Department`s own report from March 2003 describes CAR as a country where "Police continued to torture, beat, and otherwise abuse suspects and prisoners."

(SoCalDem, glad you started this topic; I was just thinking it needed its own thread!)

CAR: US drops CAR from trade pact

The US has dropped the Central African Republic (CAR) from its list of countries eligible for tariff preferences under the African Growth and Opportunity Act, the White House said on Tuesday. A proclamation issued by President George W. Bush deleted the CAR, along with Eritrea, from the list of eligible nations, because the CAR was "not making continual progress in meeting the requirements" for trade preferences.

AGOA was signed into law on 18 May 2000 and was designed by the US to
offer incentives to African nations to open up their economies. The law liberalised access to the US market by expanding duty-free benefits to products including apparel, footwear and certain agricultural goods.

According to the Trade Law Centre for Southern Africa, CAR exports to the US up to 2002 consisted mostly of minerals and metals, but the country ranked among the bottom few sub-Saharan exporters. http://www.irinnews.org/print.asp?ReportID=38682]
