Obviously not NAFTA. What is it? Is it part of the WTO? Did Clinton sign on to trade with India or was that more recent? There are so many trade agreements, I just don't know when outsourcing to India started. Thanks in advance for the info.

There is no separate trade agreement with India. India is a member of the WTO, so our trade relationship with them is determined by the WTO rules. The WTO and the current trade rules were formed under the Uruguay Round of GATT negotiations, which were completed in 1994.
