1. Nope - search on 527 in DU to get info
There is a proposal to do a hard / soft ratio regulation for some 527's - and indeed some 501c3's

but many wonder if FEC has authority.

So far nothing issued as a reg.

3. Article on 527 ruling of 18 Feb 2004
Here's a link to an article analyzing the ruling the FEC released on 18 Feb 04 about 527s and their spending related to federal elections. The author of the article seems to believe it will prevent the organizations set up to use donations from people like George Soros to run ads in opposition to George Bush from using soft money this way. Soros pledged $10 million to defeat the President. If the article is correct, he won't get to do that.

The article was on David Horowitz's website which is not friendly to Democratic activists so you have to read past the spin. It all boils down to what the new Campaign Finance laws allow.

Anyway, it may not be correct but it has a lot of information about what's in the ruling. I guess the future will show whether Mr. Tell, the author, has the analysis right.
