Clearly it went out of effect. Methinks that was back when they
gave corporations individual rights.... so it lasted almost 100
years before being perverted in to shit.

Hey, it was longer than the founders predicted.

It begs the question of what the basis of government is today... and
since they've burned the constitution, why do they think that there
is a rule of law?
