Hugo Chavez ought to declare key opposition leaders "enemy combatants"

One has to know that many of the opposition groups and members in Venezuela are getting financed by BushCo and the organization with the misnomer "National Endowment for Democracy", among others.

If Chavez' people have even a little suspicion they ought to just round up the leaders of the wealthy's opposition groups and declare them to be "enemy combatants" in working with a foreign power to cause unrest, to undermine the government and terrorize the people. Then, Chavez can jail or detain the "enemy combatants" and hold them indefinitely without access to their family or even a lawyer while they are interrogated for "national security" reasons for months or years. Chavez could declare that Venezuela is under attack and "at war" and institute a threat level system of red, orange, and green.

Isn't this what Bush and Ashcroft does?

I bet Chavez could find a lot more out from these wealthy opposition group members by taking the same kind of approach that Bush and Ashcroft do by declaring certain people to be "enemy combatants". He'd probably find hard evidence of the connection to who is funding and advising these opposition groups. Then, when that is found out, Chavez can declare certain groups to be "terrorists" and freeze all their assets without any hearing. Then, Chavez can declare certain nations to be part of an "axis of evil."

But, perhaps real democracies don't do that type of thing.

1. Kerry on Nat'l Endowment for Democracy

Kerry apparently thinks the National Endowment for Democracy is underfunded! In his UCLA foreign policy talk (February 27, 2004) he said that "the President's budget for the National Endowment for Democracy's efforts around the world, including the entire Islamic world, is less than three percent of what this Administration gives Halliburton - hardly a way to win the contest of ideas."

These "efforts" appear to mainly involve destabilizing governments through funding opposition groups (Nicaragua; Yugoslavia; Haiti; Venezuela) - at least that's what I've gathered from reading William Blum's Killing Hope: U.S. Military and CIA Intervention since World War II and Rogue State. Can anyone suggest other sources for researching the Nat'l Endowment for Democracy?
