What's the secret of getting calls through on C-Span?

What's the secret of getting calls through on C-Span?
Despite numerous attempts over the last 2-3 yrs I have managed to get through to the Journal only 2 times to ask a question or give an opinion.
Yet just now I heard a quy call in clearly in violation of the one call every 30 days rule with a question about the ownership of the Twin Towers changing just before 9-11. It was the same guy, same question he tried to ask someone else just in the last week or so. It clearly has an anti-semitic bias and both times he has been rebuffed.

What I want to know is what is the secret? How can these people keep getting their calls answered and I always get a busy signal or if the phone does ring it goes on forever and then goes dead.

2. I wouldn't be surprised about that
but at least give the guy credit for rebuffing the caller and stating he was trying to infer a "jewish' plot in reference to 9-11 (my paraphrase of his words--not an exact quote)

Yet I still need to know how these people can get through and get their calls answered.

but if I told ya, it would make it just that much harder for me to get my calls through...soo...

3. Years ago I heard a rumor of

a service some phone companies provide that continues to try and connect even while the busy signal is beeping at you. The instant the phone line becomes free you get a connection:). I have not really investigated the availability of such a service from my small town phone company.
Call you phone company and ask them if such a service is available.
Hope I didn’t send you on a wild goose hunt.:(
