approach to terrorism needs to be approached 2 ways

yes, it has to be approached from a military angle, but also from a humanitarian angle

it's like getting rid of dandelions from your lawn - if you just cut off the heads (military approach) the dandelions come back because you haven't gotten the roots (humanitarian approach)

roots of terrorism is in the dissatisfaction of those who join such groups - so why do they join? If a person is happy with the way things are - are they more or less likely to join a terrorist group?
So what are the real roots - poverty, disease, hunger and a sense of hopelessness with the current state of affairs.

Granted this is simplistic, however, if we only approach this by cutting off the heads, terrorism will return and return even stronger.
