It is unfair of Clarke (and O'Neill) to expect Bush decisiveness
He never expected to do or say anything unless told to.

He is like the Robert Redford character in the 1972 movie "the Candidate." After he won he went to his handlers and asked them: "now what?"

Bush was hand picked by the Cheneys and the Rumsfelds of the world to be the next president and he was selected because he is the son of Bush I. He has never exhibited any skills that would make him a president. All his life everything was handled to him on a silver platter. He was never expected to make any decision except, perhaps, which jogging shorts to wear. So why are Clarke and O'Neill so flabbergasted?

1. Bang on QE, You are 100% correct.
The goofball, sock puppet just sat there and did exactly as the Dickster and Karl told him to do, nothing more and nothing less. And we all know what was weighing heaviest on Dickster's one track, oil-soaked mind - how soon can we make sure we will be in control of all that lovely, high grade Iraqi crude and at the same time ensure we have the necessary cannon fodder strategically in place for the rest of the PNAC planned, empire building adventures.
