I recently studied this in ConLaw. And yes, when a person is an active participant in plans to overthrow the government -- then yes -- that is the one instance in which somebody is supposed to be doing something. But remember when police captured two individuals with a huge number of dangerous weapons -- that barely made the press because they were home-grown, remember?
