Do you feel that it is in the realm of possibility that the reason the Bush administration lowered their guard with the threat from al Qaeda is that they were following the doctrine of PNAC, which was prerequisite by the need for "another Pearl Harbor", in order to initiate their foreign policy plans into action?

since it would be perceived as a biased opinion. Regardless, I have no doubt that he believes the answer to the question is YES simply because it's so obvious.
