I haven't seen any comments on this aspect of Rummy's testimony yesterday and I don't know where to get a transcript. However, someone told him things that the Clinton officials said they did to counter-terrorism and asked him to respond on things the DoD was doing. Rummy had a list of non-actions like talking on the telephone with people, but the best was when he included having lunch once or twice a week with (I think) George Tenet. This is how they countered terrorism? By doing lunch?
