Tony Blair's hopes of wooing the incoming Spanish prime minister suffered a setback yesterday when he was told in blunt terms that Madrid will press ahead with plans to withdraw its troops from Iraq.

In his first meeting with José Luis Rodríguez Zapatero since the Socialists' surprise victory at the polls, Mr Blair heard that Spain's overwhelming opposition to the war ruled out a u-turn on its election pledge.
