Case calls attention to mental health, language barriers in court system

CHAMBERSBURG PA - The 34-year-old Honduran man held in Franklin County Prison for more than a year on charges of stealing a package of hot dogs and resisting arrest was released from jail Wednesday, according to his attorney.

The charges against Jose Carcamo, who is in the U.S. illegally and had been living in Waynesboro before his arrest in February 2003, were dropped after he was taken to the Hillside Rest Home in Fairfield by representatives of Franklin-Fulton Mental Health Mental Retardation, attorney David Yoder said.

“My understanding is that he seemed happy to go with the workers,” Yoder said of Carcamo.
