Under my tax plan, that (Gore) continues to criticize, I set a third -- the federal government should take no more than a third of anybody's check. But I also drop the bottom rate from 15 percent to 10 percent because by far the vast majority of the help goes to the people at the bottom end of the economic ladder. If you're a family of four in Massachusetts making $50,000 you get a 50 percent cut in the federal income taxes you pay. It's from 4,000 to about 2,000. And I think you're going to find the difference reflected in our budgets. I want to take one-half of the surplus and dedicate it to Social Security, one-quarter of the surplus for important projects and I want to send one-quarter of the surplus back to the people who pay the bills. I want everybody who pays taxes to have their tax rates cut.
