4. The problem is that Walmart will prevail no matter what.
The same thing happened in my town. When Walmart finally managed to get a permit to build after years of wrestling with the City Council, they put really stringent building codes on them. The result is that instead of the usual ugly electric blue cracker box architecture our Walmart has a Spanish mission architecture on the outside. Inside it's the same old dumpy Walmart.

When they opened a couple of years ago they wouldn't let them have a garden center because the City Council was trying to protect the local nurseries, or let RV's park overnight in the parking lot. Guess what, there is now a garden center and I see overnight R. V.'s there all the time.

Resistance is futile......

2. Yes, Inglewood CA
A largely African American suburb of Los Angeles, some parts poor, some middle-upper income.

Walmart can't get LA City to approve such a center so they are making an end run by going to a nearby suburb.

They had problems getting Inglewood to approve, so Walmart is financing a ballot initiative that give them the right to override local planning restrictions (parking, etc.) and build the super center. A heavily financed astro-turf type of measure.

Good stories in LA Times, unfortunately you have to register.

3. There was a ballot initiative voted on Mar 2...
Alameda County had an initiative to stop Wal Mart Super stores (or whatever they call them). I'm pretty sure the initiative failed.
