WASHINGTON - Democratic presidential candidate John Kerry (news - web sites) says he is committed to building a stable government in Iraq (news - web sites) — even increasing U.S. troops if necessary — but he chided the Bush administration for failing to gather the international support needed to make the country more secure and gain the trust of the Iraqi people.

Kerry praised the Bush administration for recently asking U.N. representative Lakhdar Brahimi to help develop a formula for an interim Iraqi government. But he said Brahimi's mission will be undermined unless the United States pledges in advance to support any plan he proposes that gains the support of Iraqi leaders

"The United Nations, not the United States, should be the primary civilian partner in working with Iraqi leaders to hold elections, restore government services, rebuild the economy, and re-create a sense of hope and optimism among the Iraqi people," Kerry wrote. "The primary responsibility for security must remain with the U.S. military, preferably helped by NATO until we have an Iraqi security force fully prepared to take responsibility."
