A record year under Diebold Inc.'s belt couldn't help it dodge a blow California dealt to its election systems division on Thursday.

Hours after the Green-based company wrapped up its annual shareholders' meeting, an advisory panel in Sacramento recommended banning about 15,000 of Diebold's electronic voting machines from the November election. At least four of the state's biggest counties are scheduled to use the machines, representing millions of dollars in contracts and a big chunk of the national market.

Diebold also could face civil and criminal charges if the California secretary of state forwards a report on alleged malfunctions and failures to the California attorney general.
