See, Bushes have a long history of doing this. HW did it to Clinton, too. It's called positioning, and it's why you always wait for your opponent to lay out his plan, first.

What Bush did is take Kerry's plan and word his own plan the same way. That undercuts Kerry. Bush HW kept doing that to Clinton on economic policy. It failed, because ultimately HW did nothing, and people noticed.

The difference is, when Kerry says he will hand power over to the UN, he will do it. Bush means he will just do something that gives the appearance of doing it without actually doing anything.

That makes Kerry's plan a little better. Not much, he should withdraw before he's finished reading his oath of office, but a little.

13. There's just one problem with the "turn it over to the UN" plan.

They don't want it and wouldn't touch it with a ten foot poll.

Nobody wants the mess Bush has created and we are deluding ourselves if we think otherwise. While they might be more sympathetic if Kerry replaces Bush in January it's a long way from sympathy to putting troops on the ground. And there's a clock ticking. We are running out of troops and not acting as if we are going to need more.

"Better" means the better of two. Not three. Who has a better plan means which of these two plans is better.

Kerry's plan sucks, too, but it is "better" than Bush's, meaning it is the better plan. "Neither" is not a legitimate option in English speaking countries.

Like it or not, Kerry (I'm being optimistic) will have to deal with Iraq. Bush made the mess on our behalf, and we will have to clean it up. Otherwise, we look like pure shit.
