The Campaign must reimburse the treasury for the cost of AF1 for any campaign trips, but all Shrub has to do is schedule something "as the business of the Country" in a certain place, and the trip's on us.
The more interesting story here is that first, they use a very underestimated cost of the use of AF1, BUT, there's never any reimbursement for the additional security required, the cost of a cargo jst to transport the Presidential Limo, travel costs for all his aides and support personnel. My guess is that the cost of the plane is the lease of the expenses. It's just another advantage of being the incumbant.
Yes, I hate it when Shrub is doing this, but I have to admit, every former Pres. has used this advantage too.
