Honestly, Bush is like Reagan. He has little idea of what's going on, and has "advisors" and "staff" that manipulate his emotions because he's too stupid to know any better. Look at how Chalabi operated through Bush's wife.

I'm sure Bush defers to Cheney and Rumsfeld for most stuff, but I bet he goes off on his own "ideas" enought to really screw things up.
